DpkgTools::Package::Builder.from_path boogered

DpkgTools::Package::Builder.from_path should use a class-method (which can then be overridden) to locate the right DpkgTools::Package::Data subclass to call. I did this for DpkgTools::Package::Setup, but failed to port it across...

Fixed, also fixed the same problem in DpkgTools::Package::Etc::Builder.
